Mark long-lived lfs_check FF as ops

What does this MR do?

We still want this feature to be configurable, because the lfs_check can be slow which is inappropriate for some of our customers: #233550 (comment 391425115). Marking this feature flag as ops based on this discussion: gitlab-org/quality/triage-reports#3677 (comment 618570538)
