Fix flaky status_checks_spec

What does this MR do?

This MR fixes a flaky spec existing in status_checks_spec. Initially, the spec was in a different file, causing constant failures for one of my MRs targeting %13.12(https://gitlab.com/gitlab-org/security/gitlab/-/jobs/1398827042).

Note: We should be more careful about the hard-coded IDs during the code review.
