Nest start and end event identifiers in VSA API

What does this MR do?

This merge request updates the value stream stages serializer to nest the start and end event attributes. Related issue: #322878 (closed)

The change is backwards compatible. The old version will be cleaned up when the FE implementation is finished (probably in the next 1-2 milestones.
