Docs: Add issue link for impact of JWT key reset
What does this MR do?
Adds an issue link related to a specific lost-secrets reset step.
While marking the JWT key as null may be necessary when secrets file is lost or being replaced, unlike other steps it currently breaks further use of CI_JWT_TOKEN in jobs.
Manual steps from #325965 or its resolution is required to get CI_JOB_JWT again.
