What does this MR do?

Address parts of #335133 (closed)

  • Improve GitLab.com for Jira Cloud app details - add new header to make it easier to tell that GitLab.com for Jira Cloud app can be used with GitLab.com or self-managed instance
  • Fix a number of product tier references
  • Finish replacing "GitLab for Jira app"/"GitLab for Jira application" with "GitLab.com for Jira Cloud app"
  • Attempt to make Jira details easier to follow/streamline and more accurate

Review checklist

  • Ensure a release milestone is set.
