Always encode group path for while fetching labels for Epics list and Roadmap

What does this MR do?

This MR fixes a bug where sub-group labels didn't load if the group path isn't encoded. This MR also adds specs for all supported token types for the Epics list and Roadmap to ensure that token values are always loaded as expected.
