Measure the impact of the Release permission model change

What does this MR do?

We're slightly changing the release permission model by taking protected tags into account. Before rolling out the change, we'd like to measure how many projects/users could be affected by this change.

This MR tracks the impact on Sentry and the exception log. After we've collected the data, we'll remove the tracking code.
