Run automatic pop-out of trial reminder as separate experiment

What does this MR do?

Adds a new feature flag and sets up the gitlab-experiment-related code necessary to run this as a separate experiment.

It is somewhat urgent that this MR get merged in a timely fashion as half of the experiment is already out the door and currently active on the live site, and in its half-baked state, it could be rather annoying for users as it continually forcibly pops-out the reminder modal, rather than only doing it once.
