ci_job_artifacts bigint conversion for self managed
What does this MR do?
@engwan @abrandl Is this something that needs to happen? It looks like we explicitly didn't run this on non-gitlab.com instances as a part of !59786 (merged).
This adds the backfill for bigint conversions to self managed instances since it was skipped in it's original release.
This migration is an exact duplicate to the one in !59786 (merged), but with the backfill enabled.
