Remove gitlab_experiment_middleware feature flag
What does this MR do?
Removes the gitlab_experiment_middleware feature flag. Related to https://gitlab.com/gitlab-org/gitlab/-/issues/323643#note_604409194
Because this middleware is part of every request on gitlab.com, we wanted to make sure that it didn't break anything, but the Feature.enabled check would likely be the most expensive part of the middleware addition, so we also want to clean it up quickly.
