Add component for selecting available cluster agents

What does this MR do?

Extracted from !63718 (merged) to reduce the size of the merge request.

This adds the dropdown component that will be used to select which Cluster Agent will be installed. To see how it will be used and view the changes in context, see !63718 (diffs)
