Removed code for service templates

Oghenerukevwe Kofi requested to merge rukkykofi/gitlab:remove_service_templates_#325659 into master

This MR addresses #325659 (closed) by removing most of the code for the deprecated service templates feature. The code for the PropagateServiceTemplateWorker and its tests are untouched. @arturoherrero @tomquirk
