Add runner update form with .com fields [RUN AS-IF-FOSS]

What does this MR do?

This change requires both runner_detailed_view_vue_ui and runner_graphql_query. Depends on !65047 (merged)

Add runner update form with .com fields

gitlab.com admins can view/update runners minutes cost factor, these fields appear now in the Vue UI.

• Private projects Minutes cost factor

These two new fields become available in .com, and are only part of the EE package.
