What does this MR do?
This MR updates the empty state text of the compliance dashboard.
Setup & Testing
- You must have a GitLab Ultimate license.
- View or create a group without a merged merge request.
- View the group's compliance dashboard at
[GDK_HOST]/groups/[YOUR_GROUP]/-/security/compliance_dashboard
