What does this MR do?
This fixes an bug which prevents new Jira issues from being created via the pipeline's security tab when GitLab issues are not enabled.
How to test this locally
- Enable Jira integration and Jira Issues for a project
- Disable GitLab issues for the same project
- Go to a pipeline that contains vulnerabilities
- Click on a vulnerability - the "Create Jira Issue" button should be visible
