Add option to email user in escalation policy

What does this MR do?

It adds the ability to create an escalation rule that will escalate the alert to a specific user. Previously there was only one option - to email user oncall in some oncall schedule

The minimal license required is GitLab Premium

To check - navigate to your project=>Operations=>Escalation Policies.

Add escalation policy with rules ->select option to Email user. Try updating rules, removing rules

⚠ If schedule dropdown in add policy modal is disabled - navigate to your project=>Monitor=>Oncall-schedules to create a schedule or several
