What does this MR do?

Appends a note about the support drop of the Postgresql 11 in version 14.0 of Gitlab.

The server displays a warning that redirect to this page.

This warns may avoid some surprise while migrate from 13.8 to 14.0 without has updated your pg instance to 12.X.
