Fix license fabrication retry failure

What does this MR do?

Fixes issue with retry on license fabrication. The retry currently fails if the user is already logged in. The issue is seen in review-qa-smoke jobs such as this one: https://gitlab.com/gitlab-org/gitlab/-/jobs/1368449120
