Add docs page for Cilium application template

What does this MR do?

GitLab Managed Apps are deprecated. This MR updates documentation related to Cilium to instead recommend that Cilium be installed using management project templates. Much of the content for cilium.md has been copied from Install Cilium using GitLab CI/CD.
