Add Premium license checks for system messages

What does this MR do?

Adds Premium License checks for all the logic surrounding system messages

Why was this MR needed?

Even though system messages are only available in the EE repository, there were no license checks being made. Meaning that if a user used an EE installation without any license they would be able to use the feature.
