Update changelog docs to link to the feature flag changelog section

What does this MR do?

This adds a link to the feature flag changelog documentation from the changelog documentation.

Why

Every time I want to review the guidelines for feature flag changelogs, I head to the changelog page and grep for 'feature flag'.
