Add To Do sidebar widget
What does this MR do?
Create Add To Do / Mark as done sidebar widget and use it on epic boards.
Extra context with designs for epic boards sidebar: #231401 (closed)
Some styles tweaks from issue #334129 (closed) are included:
- Update sidebar title text size for issue and epic boards
- Padding of 8px under title
