Remove cascading_namespace_settings feature flag [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Removes the :cascading_namespace_settings feature flag. This was introduced in %13.11 and no issues have been reported. We will remove the feature flag in %14.1

Introduced in !57878 (merged), set to default enabled in !59026 (merged).
