Change the number of pipelines per page to 15

What does this MR do?

Implements #330123 (closed)

Changes the number of returned pipelines by /-/pipelines.json per page from 20 to 15.

Also fixes a ~bug in Gitlab::Pagination::OffsetPagination which was ignoring already configured per_page param via #per method from Kaminari
