Add Cluster Image Scanning CI Template
What does this MR do?
This change adds new CI template for Cluster Image Scanning and required initial documentation for the feature.
Manual QA
I've added https://gitlab.com/mparuszewski/cluster-image-scanning-test project to test added template.
I'm waiting for the production deploy to prepare test project on production. Tested on production.
