Fix documentation link for upgrading PostgreSQL

What does this MR do?

Updates the documentation link present in the PostgreSQL version warning to https://gitlab.com/gitlab-org/gitlab-development-kit/-/blob/main/doc/howto/postgresql.md#upgrade-postgresql

The current link returns a 404 because the repository gitlab-development-kit has changed its branch name from master -> main
