updates version for CI_JOB_URL and CI_PIPELINE_URL to 11.1

What does this MR do?

https://docs.gitlab.com/ee/ci/variables/ says that CI_JOB_URL and CI_PIPELINE_URL work starting from GitLab 11.0, but according to https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/19618 they will be included only to 11.1 MR updates info about the version in the table with variables.

Why was this MR needed?
