Remove Frontend to Edit Legacy Flags [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Until recently, this has all been considered read-only. We are now in a position to remove the extra code to help edit legacy flags, which includes the ability to display them as read-only.
