Enable EE registration features for UsagePing

What does this MR do?

Relates to #333019 (closed)

As part of the mentioned issue, for all the free self-managed customers, if they enable UsagePing, we provide them Email users from Admin Area feature for free.

This MR adds that ability and refactors specs. Existing paid SM customers, see no change as per their plan.
