Add notes on which services are managed by logrotate, svlogd, both or neither

What does this MR do?

This MR updates the log system documentation to make it clear at-a-glance which services are managed by logrotate, svlogd, both or neither. This addresses #332726 (closed) and starts to address omnibus-gitlab#6182. I am opening this on behalf of a customer. GitLab team members with access to ZenDesk can learn more in the ticket 🎫 .

Details

I've made the fields in the Type of Log column clickable where the organization on the log system page supports it.

I appreciate suggestions on improved wording.
