Allow toggling dedicated_redis_trace_chunks per project

What does this MR do?

Follow-up to !62938 (merged), part of gitlab-com/gl-infra/scalability#1095 (closed).

This is a relatively small change that gives us more options to control the risks during the CI trace chunks Redis migration.
