Fix `github_review_importer_query_only_unimported_merge_requests` feature flag type

What does this MR do?

The feature flag should be actually an ops (https://docs.gitlab.com/ee/development/feature_flags/#ops-type) instead of development, since the reason for it to exists is to have a way to have performance control over the new query introduced in !62036 (merged).
