Add new project readme variations / experiment [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Adds an experiment that renders a more advanced readme into newly created projects, as outlined in https://gitlab.com/gitlab-org/gitlab/-/issues/323641.

The experiment is sticky to group, so anyone creating a project in a given group will get a consistent behavior.
