Add keep_latest_artifact to project REST API

What does this MR do?

This MR adds the ability to toggle the keep_latest_artifact attribute for a given project with our public REST API.

Why are we doing this?

Following up !49256 (merged) where we added this feature to our GraphQL API it's also important to continue supporting our users leveraging the REST API.
