Use GraphQL for Time tracking info on Issuable Sidebar

What does this MR do?

This MR does following changes;

• Expose humanTimeEstimate & humanTotalTimeSpent on MergeRequest type for GraphQL
• Update sidebar/components/time_tracking to use GraphQL to fetch Time tracking information.
