Return new infrastructure registry path for package details

What does this MR do?

This adds infrastructure_package? to Packages::Package and uses it to determine whether the existing package details path should be returned by API::Entities::Package, or if the new infrastructure registry details path should be returned (e.g. for terraform_module packages).

This addresses this thread.
