Add level four heading option to headings dropdown in the Content Editor

What does this MR do?

Adds an option to allow formatting text as Heading 4 in the Content Editor.

How to test?

• Create or edit a page in the Wiki
• Click the "Use new editor" button
• The Content Editor will appear and the Headings dropdown should have a "Heading 4" option.
