What does this MR do?

Updates a testcase link for the test that reached notes limit and causing errors on reporting:

browser_ui/3_create/repository/file_locking_spec.rb. Old issue: gitlab-org/quality/testcases#1275 (closed) -> New issue: gitlab-org/quality/testcases#1852 (closed)
