Draft: Remove leftover cluster applications code

What does this MR do?

Cleans up after !63348 (merged) by removing all the unused code.

Spinoffs

Since there is a lot of code to be removed and updated, I will try to extract individual bits as much as possible. This MR will be merged last (or closed, if nothing remains after all spinoffs have been merged)
