Minor refactor VSA modals

What does this MR do?

This MR cleans up some minor VSA issues, removes some code no longer needed and some minor refactors.

• Uses the visible attribute of the modals to show / hide
• Extracts the delete_value_stream_modal to a separate component and adds separate specs
