What does this MR do?

This was probably introduced in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/6259. There's no need to spawn a GitLab instance for docs-only changes! Got bitten here https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/6354.
