Quarantine repeatedly failing E2Es

What does this MR do?

Quarantines three repeatedly failing tests to reduce the noise in pipeline triage. All three are currently under investigation but with no fix in the immediate future.

• To ensure a faster turnaround, ask in the #quality Slack channel for someone to review and merge the merge request, rather than assigning it directly.
