Upgrade Monaco and its webpack plugin [RUN AS-IF-FOSS]

What does this MR do?

Upgrades:

• Monaco to version 0.25.2
• monaco-editor-webpack-plugin to version 4.0.0

The MR also updates the webpack and jest global environments to work with the breaking changes of the recent Monaco versions.
