Fix list item keyboard shortcuts on the Content Editor
What does this MR do?
When hitting the Enter key in a list item, the content editor is not creating a new list item (as WYSIWYG editors should do). This MR fixes this problem and adds a regression test.
Testing
This change is behind a feature flag.. To test it enable wiki_content_editor on your local environment and test the editor in the Wiki feature.
