Enable the releases_index_apollo_client feature flag by default

What does this MR do?

Enables the releases_index_apollo_client feature flag by default.

This change makes no user-facing changes. This flag is more of an "implementation" flag - it determines whether the new or old Vue component is mounted on the Releases index page.
