Create "todos without navigating" dropdown prototype
What does this MR do?
The prototype works fine on /dashboard/todos.
Todo:

Move query out of haml -
load todo styles/script in navbar, so it doesn't redirect -
remove residue of previous simple todo link -
consider dynamic-loading todos for ~performance - vue isn't possible unless the base todo component is also migrated to vue

consider GitLab UI's max width for dropdowns is 15rembut this is800px
