Remove remaining legacy compliance framework code

What does this MR do?

• Removes a bunch of references to legacy compliance frameworks.
• Removes references to now-deleted group_id column.
• No user-facing changes, so no changelog entry.
• All code deletions 🔥

How to test

• Create/Remove/Update existing compliance frameworks
• Attempt to assign compliance frameworks to projects
• This is a refactor MR and there should be no end-user impact.
