Add boilerplate for DAST Configuration Page

What does this MR do?

This adds a boilerplate for DAST Configuration page

• The page is behind feature flag dast_configuration_ui
• It only has single tab for now, as other tabs will be added in later iterations
• Add a ConfigurationForm component with just copy changes, the form will be added by TBC.
