Fix align line numbers style in safari

What does this MR do?

Fix #329132 (closed)

• Remove !important
• add unicode zero width character inside empty line so that it has same height with lines with content.

Screenshots (strongly suggested)

The height of empty lines and lines with contents were different.

I fixed them as they are same height.
