Improve settings UI text for Admin Area CI/CD settings

What does this MR do?

Related to #330204 (closed)

This begins to update the settings for the Continuous Integration and Deployment settings. After my first quick scan of the settings, I realized that some are completely undocumented. This initial MR updates the Title and about half the settings, including two undocumented settings (Shared runner text/details, and protected variables).

It also adds the documentation for those two features.
